Government Announces Fully Funded Apprenticeships for Under-25s

Fully Funded Apprenticeships

The Government has announced one of the biggest changes to apprenticeship funding in recent years, giving employers an even greater incentive to invest in young talent.

From 1 August 2026, once an employer has exhausted their Apprenticeship Levy funds, the Government will fully fund the remaining training and assessment costs for eligible apprentices aged under 25.

The announcement forms part of a wider package of reforms designed to create 50,000 new youth apprenticeships, helping businesses develop the skilled workforce the UK economy needs while providing more opportunities for young people to build rewarding careers.

For employers facing skills shortages, succession planning challenges and increasing pressure to improve productivity, this funding change couldn't come at a better time.

A Significant Opportunity for Employers

Across manufacturing, logistics, warehousing, engineering and many other sectors, recruiting experienced people has become increasingly difficult.

Many organisations are finding that attracting skilled professionals is only part of the challenge. Retaining knowledge, replacing retiring employees and developing future leaders are becoming equally important.

Apprenticeships provide a practical, long-term solution.

Rather than competing for an increasingly limited pool of experienced candidates, employers can recruit motivated individuals and develop the precise skills their business requires.

With the Government now removing much of the financial burden associated with apprenticeship training for eligible under-25s, investing in future talent has become even more accessible.

Why Apprenticeships Continue to Deliver

A successful apprenticeship is far more than a qualification.

It combines structured learning with real workplace experience, allowing apprentices to contribute to the business while developing the knowledge, behaviours and technical skills needed for long-term success.

For employers, this often leads to:

  • Reduced recruitment costs

  • Improved staff retention

  • Higher productivity

  • Stronger succession planning

  • Increased operational capability

  • Better compliance and continual improvement

  • Greater employee engagement

Rather than filling an immediate vacancy, apprenticeships help organisations build a sustainable workforce capable of supporting future growth.

Employers Will Help Shape the Future

One of the most significant aspects of the Government's wider technical education reforms is the increased role employers will have in shaping future skills.

Rather than simply recruiting talent after education has finished, businesses will have greater opportunity to influence what young people learn throughout their education journey.

Combined with increased investment in technical education, additional college places and employer support, these reforms aim to create stronger links between education and industry, ensuring young people develop skills that genuinely reflect the needs of employers.

For organisations already investing in apprenticeships, this creates an exciting opportunity to strengthen relationships with schools, colleges and local authorities while helping shape the future workforce.

Why Employers Should Start Planning Now

Although the funding changes begin on 1 August 2026, businesses should start planning as early as possible.

Demand for apprentices is expected to increase as more employers take advantage of the additional funding, making workforce planning increasingly important.

Now is the ideal time to:

  • Review future workforce requirements.

  • Identify skills gaps across your organisation.

  • Consider which roles are suitable for apprenticeships.

  • Build succession plans for critical positions.

  • Discuss apprenticeship options with an experienced training provider.

Smaller employers will also benefit from additional Government support, including a £2,000 hiring bonus for under-25 apprentices from October 2026, making apprenticeships even more attractive for SMEs.

Building Skills for Long-Term Success

Technical education reform alone won't solve the UK's skills shortage overnight.

Success will continue to depend on collaboration between employers, education providers and specialist apprenticeship training organisations.

For businesses looking to improve productivity, strengthen compliance and build resilient workforces, apprenticeships remain one of the most effective investments they can make.

Temple supports employers throughout the entire apprenticeship journey—from selecting the right programme and supporting recruitment through to training, assessment and workplace competence.

Whether you're developing warehouse teams, future supply chain leaders, quality professionals or fire safety specialists, we're here to help your people and your organisation grow.
