New Fire Risk Assessment Standard Strengthens Housing Safety
In a significant development for fire safety professionals, the British Standards Institution (BSI) has published a revised code of practice for fire risk assessments in residential housing.
The new BS 9792:2025 – Fire Risk Assessment: Housing – Code of Practice replaces the withdrawn PAS 79-2:2020, offering a clearer, more robust framework for professionals tasked with keeping people safe in the places they live.
At Temple Management Training, we’re proud to support this new direction by launching our Level 3 Fire Safety Advisor Apprenticeship — designed to develop the next generation of fire safety specialists in line with the very latest guidance and legislation.
Why the New Standard Matters
The BS 9792:2025 sets a new benchmark for fire risk assessments in housing, delivering detailed recommendations, updated documentation templates, and clearer commentary. It applies to a wide range of residential properties including:
Houses in Multiple Occupation (HMOs)
Blocks of flats
Student accommodation
Specialist housing (e.g. supported living)
This update brings much-needed consistency and legal clarity for assessors, housing providers, and those responsible for protecting residents. Developed by an independent panel of experts, BS 9792:2025 puts inclusivity, compliance, and modern best practice front and centre — ensuring assessments meet the needs of today’s diverse communities.
Notably, this new code of practice aligns with other essential documents such as PAS 9980 (external wall assessments) and the forthcoming BS 8674 (competence for fire risk assessors), setting the groundwork for a more competent, confident workforce.
