The Ultimate Guide to the New Youth Jobs Grant
Finding the perfect balance between expanding your workforce and managing operational costs can be a challenge for any growing business. To support employers across Great Britain and directly tackle youth unemployment, the UK Government recently launched the Youth Jobs Grant.
Introduced on 30 June 2026, this Department for Work and Pensions (DWP) initiative is a key pillar of the wider Youth Guarantee. The scheme is designed to fund up to 60,000 job opportunities over three years (approximately 20,000 per year) before closing to new vacancies in October 2028.
If your organisation is looking to recruit fresh talent, here is a comprehensive guide to how the grant works, who qualifies, and how to navigate the process using the official framework.
What is the Youth Jobs Grant?
The Youth Jobs Grant offers eligible employers a financial incentive of £3,000 for every eligible young person they recruit. The scheme aims to achieve a double win: providing businesses with financial relief to grow their teams while offering young individuals the vital skills and experience they need to transition into long-term, sustained employment.
To minimise administrative red tape, the grant does not require manual invoicing. Instead, payments are automatically verified and triggered using HM Revenue and Customs (HMRC) Real Time Information (RTI) data. The funding is paid directly into your business bank account in two staged instalments:
The First Payment (£1,800): Paid after 6 weeks from the employee’s start date, provided they have completed a minimum of 50 hours of work. (If they haven't hit 50 hours yet, a safety-net check is run at 10 weeks requiring a minimum of 100 hours).
The Second Payment (£1,200): Paid after 18 weeks from the start date, provided the employee has completed a minimum of 300 hours of work within that initial 18-week window. (A safety-net check can also be carried out at 22 weeks to verify those hours).
Is Your Organisation Eligible?
The scheme has been built to be highly accessible and is open to employers of all sizes and across nearly all industries in England, Scotland, and Wales. To be approved as an eligible employer, your business must:
Have been actively trading for at least 6 months prior to accepting the terms.
Be registered with HMRC with an active Pay As You Earn (PAYE) scheme and a Unique Taxpayer Reference (UTR) or Corporation Tax UTR.
Possess a Data Universal Numbering System (D-U-N-S) number (which is free to obtain and required by the DWP payment system to route your grant securely).
Note: While Local Authorities and non-central public sector bodies are welcome to participate, Central Government Departments, Executive Agencies, and Non-Departmental Public Bodies are excluded.
Who are the Eligible Candidates?
The scheme matches you with motivated individuals who are ready to kickstart their careers. Local Jobcentre Plus Work Coaches will refer candidates to your roles who meet the following strict criteria:
Aged between 18 and 24 years old.
Out of work and claiming Universal Credit continuously for at least 6 months.
Not currently eligible for the separate Jobs Guarantee scheme (which is typically accessed after 18 months of unemployment).
Navigating the Step-by-Step Journey (and the Forms You Need)
Participating in the Youth Jobs Grant involves a clear administrative pipeline. Understanding the specific forms and platforms involved will keep your applications moving swiftly:
Step 1: Employer Registration
To get started, you must register through the UK Government’s Find a Grant service using a GOV.UK One Login. This initial setup takes about 20 minutes and initiates the Cabinet Office's automated due diligence checks. DWP aims to process applications within 10 working days, issuing you a unique Employer Reference Number once approved.
Step 2: Submitting Your Vacancies
Once your business is approved, you can submit single or multiple job roles by downloading and completing the Youth Jobs Grant Employer Vacancy Submission Form (.ods). This spreadsheet is emailed directly to srt.youthjobsgrantteam@dwp.gov.uk.
At this stage, you will also agree to the standard Find-a-Job-Service Terms and Conditions for Youth Jobs Grant. Accepted roles are then loaded onto the DWP network, allowing Work Coaches to find and refer eligible candidates directly to you. You are completely free to conduct your preferred recruitment process—whether that involves reviewing CVs, setting tasks, or hosting formal interviews.
Step 3: Locking in the Placement (The Pre-Start Form)
Once you have selected your ideal candidate and offered them the job, there is a critical compliance step: you must inform the DWP before the young person actually starts working. * You do this by filling out the Youth Jobs Grant Pre-Start Form (.odt) and emailing it back to the DWP team. This updates internal records, verifies the young person’s identity, and officially sets up the automated tracking for your staged payments.
Step 4: Ongoing Monitoring and Management
Once your new hire is onboard, you simply treat them like any other member of your team, ensuring they receive fair treatment, national minimum wage, and appropriate pension or National Insurance contributions.
Because everything is linked via HMRC's RTI feed, you don’t need to submit ongoing paperwork to get paid. However, if a candidate ultimately fails to turn up for their first day, or decides to leave the company early, you are required to submit the Youth Jobs Grant Reporting a non-starter or leaver Form (.odt) within two weeks so the DWP can adjust its records.
Vital Deadlines to Remember
To ensure you don't miss out on funding, keep these key operational milestones on your radar:
31 October 2028: The absolute final date to submit new vacancies to the scheme.
30 November 2028: The latest acceptable start date for any funded employment placement.
30 March 2029: The final date by which a placement must hit its 18-week milestone to claim the second payment instalment.
Ready to Build Your Future Workforce?
The Youth Jobs Grant is an excellent, risk-mitigated pathway to bring vibrant new energy into your business while doing your part to support the next generation of British workers. By lowering the financial barriers to onboarding staff, the DWP is making it easier than ever to scale your operations.
